That's a really cool bike, but those handlebars! That's as goofy as those guys with their slammed bars a foot below the saddle. Maybe a different style of bars if you want them that high.

When you build a bike for someone else you have to put the stem all the way up so it doesn't get scratched. The rider adjusts it down to suit themselves.

And another reason is to make sure the cables are long enough for the customer who wants them up there, and I'm betting many would. If a floor-bike or a customer bike has cables cut to be right for mid-height bars and then goes to raise 'em, no worko.
